Anand Sarup Dhawan fue un diplomático indio.

En el Raj británico fue miembro del Indian Civil Service (British India) como Comisionado de Elecciones para la realización de elecciones en una provincia, Textil-Controller y el Administrador de una ciudad municipal.
En 1945 fue director de suministro civil adjunto.
El 01956-08-01 01 de agosto de 1956 entró al Indian Foreign Service, fue comisonado del gobierno de la India en Adén, primer secretario de embajada en Bucarest, en Estocolmo y en Belgrado.[2]
A partir de 1963 fue Alto Comisionado en funciones en Kampala (Uganda).
Del 01965-03-31 31 de marzo de 1965 a 1966 fue Alto Comisionado en Kampala.[3]
De 1966 al 01968-07-02 02 de julio de 1968 fue Cónsul General en Hanói.[4]
De 01968-07-02 02 de julio de 1968 al 01969-07-25 25 de julio de 1969 fue embajador en Manila.[5]

1968 Dr. Shelvankar Appointed Envoy to N. Viet Nam The appointment of Dr. K. S. Shelvankar as Consul-General of India in Hanoi was officially announced in New Delhi on July 2. Dr. Shelvankar, who is succeeding Mr. A. S. Dhawan, is expected to assume office in Hanoi shortly. Dr. Shelvankar, studied at the University of Wisconsin, U.S.A., and the London School of Economics from where he obtained a doctorate. A noted journalist, he has been the London correspondent of THE HINDU for a number of years.
An official Press Note issued on April 4 in New Delhi said that Mr. Anand Sarup Dhawan, Consul-General of India in Hanoi, had been appointed Ambassador of India to the Philippines in succession to Mr. Gunwsntsingh Jaswantsingh Malik.
